A public institution had employees using generative-AI tools informally while several vendors were proposing unrelated AI products. There was no approved-use policy, common risk model or clear answer about which opportunities justified investment.

An Indigenous institution was evaluating a cloud platform whose vendor emphasized Canadian data residency. Leadership needed to know whether residency translated into actual authority and practical control.
Quantum mapped the proposed data pathways, administrative access, subcontractors, encryption-key control, audit rights and reuse provisions. The review identified material gaps and produced revised procurement requirements, governance roles and a phased architecture that gave leadership a much clearer basis for approval.
